Preamble

To ensure that the atmosphere inside the clan is friendly, to gain and keep a reputation as a mature and nice clan and to have a well-organized, active and competitive gaming community, we have written and agreed on this Constitution. We believe that a multi-gaming clan or community (these terms are used synonymously in this case) needs common rules or core principles to ensure that the character and reputation that we strive to achieve and maintain is indeed achieved and maintained by all the sub-clans.

In the following text, the multi-gaming clan or community itself will be referred to as "Company", while the sub-clans will be named "Branches".

In order to achieve and maintain the character and reputation we seek, we defined Core Principles (see 1), that all Branches have to follow. In order to create a balance between autonomy of the Branches and supervision and control by the Company, we decided to use a system of a Constitution and Charters.

The "Constitution" is the rule-set of the Company, in which the Core Principles are explained and the structure, hierarchy and committees of the Company are described. There is only one Constitution, namely this one that you are currently reading. The Constitution must be upheld by all members, of all Branches.

The "Charters" are the rule-sets of the Branches, in which the Branches can add rules that are game-related, provided that they do not contradict the rules described in the Constitution. The Charters and alterations of them have to be approved by the Company as described in the Constitution. That means, that the Charters are subject to the Constitution or rather subject to committees described in the Constitution. The Charter of a specific Branch must be upheld by all members of that specific Branch.

Maturity
When a recruit is accepted on trial, we aim to establish whether the recruit is mature enough to be accepted as a part of our community and thus represent our community - all become representatives of IG when they are accepted as full members and should act accordingly. By mature, we mean a person who is composed; accepting; thoughtful; able to participate in clan trainings, events and matches without causing drama; and knows when to act in a serious or non-serious manner.

As we want to have mature members, but also because we want to have a community where mature jokes and discussions can be held without exposing children to topics beyond their years, we decided to restrict membership to members of the age or above the age of 15.

Respect
Respect between and towards all the members of the clan is the very basis of a successful community. Respect towards other people outside the community or towards other clans is essential for the reputation of our community. We therefore expect our members to be respectful towards other IG members as well as towards people outside of the clan. Even when there are disagreements, quarrels or insults from inside or outside the clan, we want our members to stay respectful. This includes opinions of other people; if someone does not share an opinion of another person, he or she can either argue and discuss the opinions of the other(s) in a mature manner or ignore them. We do not want our members to insult other people; racist or sexist comments or jokes are strictly forbidden.

In bullet points that means:
 • Respect for fellow clan members,
 • Respect for the constitution,
 • Respect for other clans and players/persons outside of IG,
 • Respect for all persons (regardless of race, gender, sexuality, nationality, disability or religion).

No illegal actions
Promoting illegal actions (like piracy, any kind of real life violence, rape or paedophilia) is forbidden. For example praising piracy or suggesting others to download pirated goods on servers, in the forums, server or on TeamSpeak is strictly forbidden.

2. Organisation

Code: (Link to this section) [Select]
Constitution, 1 Core Principles, sub-section 2. Organisation
International
As already touched upon in the section about Respect, the clan is organized as a group open to all nations and genders. For that reason English is the official language of the clan. We want to build and maintain a community of players that respect and like each other. In order to do that we first need to understand each other. Speaking foreign languages excludes players and splits whoever is on the Forums, TeamSpeak or elsewhere into several groups - those who understand a language and those who do not. Therefore please speak English when you are on our Forums or on our TeamSpeak-server.

Serious organisation and attitude
The clan approaches the concept of games and gaming in a serious manner. We do not have the mind-set that games are "only games" in the sense that no rules or guidelines should be applied to them. We want players to think of more than their own entertainment. It is very important to us that everyone on the server is, before everything else, a fellow player. Consequently we have adequate rules on our servers to allow the most entertaining game-play experience for the largest audience and administrate them accordingly. As one of our members described it, we are "flexible, and yet when necessary strict, [we have a] system which reinforces the idea of being serious [and we are serious] about the behaviour of our members. [This] is the main thing which makes the clan what it is"

Constitutional Monarchy
We believe that it is important that a person has rights in an organisation and that he or she can participate in that organisation, just as he or she is bound by the rules of the organisation. The clan and Branches are organised as a constitutional monarchy and have one leader respectively, who is subjected to the constitution and respective charter(s) and has to follow the rules like everyone else. Members can participate at varying levels in the decision-making progress by becoming part of committees either through promotion or election.

Officers carefully chosen
We value mature and responsible behaviour above all else, especially in our officers. As the officers act as role models and representatives, they have to be especially true to our principles. For that reason officers are carefully chosen either by the leaders of the Branch and community and/or by elections.

Discipline
Discipline is of vital importance in many games, especially in games involving tactical team-play. But it is important elsewhere as well, for example as part of the aforementioned maturity (self-discipline) and as part of our hierarchies.

Behaviour first, skill secondary - Training and/or Mentoring Systems to increase member's skills
We believe that behaviour is much more important than skill. Our motto is that skill can be trained, whilst acceptable behaviour is much harder to nurture. While the skill of individuals will certainly vary, even after extensive training, we understand it to be both our and the player's responsibility to increase his or her skills, as opposed to rejecting less skilled players when they apply. Players who were known to be immature before applying may be given an opportunity to change their behaviour and our opinions of them. Any player who is given such an opportunity but fails to take it will not become part of our community. In short; mature, but less skilled players are accepted and trained to our standards- persistently immature, but very skilled players are rejected.

Ranks and Progression
We believe that ranks are important for administrative purposes: to display which rights and responsibilities and what status in the hierarchy an individual has. Furthermore promotions and progression through ranks gives members a sense of accomplishment. We consider it to be important, that all ranks mark a difference in rights or responsibilities compared to the next lower or higher rank and/or mark a difference in activity, skill or time spent in the clan. We try to make our ranks as accurate or plausible as possible in relation to the game and/or time-period the game is set in. Ranks that are solely for optical reasons and mark no difference whatsoever compared to another rank are considered obsolete.

Activity
We believe that it is of great importance that our members are active. This is to be able to fight in competitions without running into the problem of lacking members, but also to show presence on our game-servers and to maintain our vibrant, community-wide discussions.

2 Company

1. Name

The name of our Company is Guard of Istiniar, which has been our name since we were founded as a clan for Mount&Blade: Warband. The Company acronym (and tag) is IG.

2. Membership

Every member of any Branch is also a member of the Company.

Players who apply for a Branch of IG for the first time, automatically apply for the Company. For that reason the entry requirements and trials need to be as standardised as possible. This means that all Branches must ask standard but important questions that relate to Company membership, such as "Have you read and understood the constitution" and "Are you over the age of 15".

New players who join the Company have to agree to the Constitution, as well as the Charter of the Branch they join through. Once they are accepted into the Company, members can join any Branch they wish, provided that they agree to the Charter of that Branch. Some Branches may add further requirements for joining in accord with the Board of Directors. Examples would be microphones in Branches for games where voice-communication is absolutely vital.

In order to determine whether a trialist (who applied to a Branch and thereby to the Company) is fit to be accepted into the Company, the respective committees of the Branch and the Board of Directors decide. The Branch will have a discussion and vote about the member, that will then have to be ratified by the Board of Directors. If a trialist is rejected by the Board of Directors, he may not be part of any Branch.

Normally members of the Company have to participate in no trials when joining other Branches (note that trial =/= training). In some cases this may be handled differently if the Board of Directors agrees.

Inactive Members
Members who are in no Branch (for example due to inactivity) can still be part of the Company. Inactive members may be removed from a Branch by the Director after at least one month of complete inactivity and the Executive Committee will be informed of that removal instantly. The inactive members will still be members of the Company, even if they are in no Branch. They are able to (re)enter any Branch, but after a minimum of three months complete inactivity, they may be removed completely from the Company by the Executive Committee.

Member inactivity is assessed on a case-by-case basis. Normally, members will be removed from the company for unexplained absences (i.e. no activity on the forum or TeamSpeak server) lasting longer than six months.

Affiliate Members
Exceptionally, players known to IG as mature and responsible people will be accepted as Affiliate Members to take part in or have certain rights on the IG forum, servers and Company. These Affiliate Members are not full members of the Company and are not bound by the rules, except for those they must agree to to obtain their rights, which will be described in the respective Branch Charter or another document. The Executive Committee may kick Affiliate Members if they misbehave (see the right "Kick Members").

In order to determine whether an applicant is fit to be accepted as an Affiliate Member of the Company, the respective committees of the Branch and the Board of Directors decide when the position to be filled it is Branch-related. If the position to be filled is Company-related, the Board of Directors decides together with delegates selected by the President.

If an Affiliate Member wishes to join the Company as a full member they must make an application to the appropriate Branch and be accepted by the appropriate Committee.

3. Multi-clanning / Being part of other clans

Code: (Link to this section) [Select]
Constitution, 2 Company, sub-section 3. Multi-clanning / Being part of other clans
Note: We currently have no Branches and are not competing in any games, hence the rules regarding multi-clanning do not apply at this time.

Spoiler
Multi-clanning for different games
All members are allowed to be in different clans for games that the Guard of Istiniar has no Branch for. If the Guard of Istiniar does have a Branch for a game, all members are invited and encouraged to join our Branch rather than a different clan for that game. However, members are not forbidden to join different clans. Exepted from this are: members who are or have been part of IG's Branch for that same game or members who are in one of the positions mentioned in the next paragraph.

Members of the Board of Directors are not usually allowed to be in other clans for games, if the Guard of Istiniar has a Branch for that game. As leaders they should be absolutely loyal to the Guard of Istiniar. Also, due to their positions, they have access to the forums of all Branches or selected parts thereof and should avoid conflicts of interest.

In certain cases exceptions to this rule may be granted by the Board of Directors upon request by the respective member.

Multi-clanning for the same game
Permanently joining other clans for the same game is forbidden. So someone in our Branch for Mount & Blade: Warband would not be permitted to be in another clan for Warband at the same time. This is slightly different with temporary teams or with temporary membership in teams, as might be the case for some competitions. For competitions that we do not participate in as a clan, members may join another team temporarily. Prime examples for this are competitions IG cannot join, such as Nation Cups (where only players from one nation or few closely related nations may be in a team) or competitions limited to a certain locality, where only teams from say Germany may compete. If you are unsure, whether IG is participating, ask the branch leadership before joining another team and suggest that we take part if the competition format allows it. For competitions that IG participates in, it is generally forbidden to join another team. Exceptions may be made on a case by case basis by the Board of Directors upon prior request by the member.

When you are in a team besides IG, please make sure to prioritise IG trainings and matches and to spend some time with IG members on our TS during this time as well.

Using tags from other clans
It is forbidden to use the tag of a clan you are not a member of.

3 Branches

Constitution, 3 Branches
1. Branch Creation

 • Any Regular Member (or above) interested in forming a Branch can start a petition including all necessary information (like a description of the game)
 • Once a number of members have voted in favour of the Branch, the BoD will decide if the nature of the game is considered suitable for the Company and the support from existing members sufficient to establish a Branch.
 • The petitioners will draft a Charter and forward it to the BoD. If the BoD approves the charter, the Branch will be formally created. If the BoD rejects the charter, it will have to be reworked to address any concerns raised by the Board

After a new Branch is successfully petitioned for and after a charter for that Branch has been implemented, that Branch becomes a formal Branch of the Guard of Istiniar with the right to have Directors representing the Branch in the Board of Directors.

This Branch will become a permanent fixture of the Company unless disbanded by the Board of Directors. A Branch will only be disbanded under what the Board of Directors consider to be exceptional circumstances (e.g. Branch membership is not sustainable).

2. Branch Charter

The Charter of a Branch must remain true to the Core Principles of the Company and should at least consist of:

 • a Mission Statement with the defined purpose of the Branch (such as competition, simulation, roleplaying or similar),
 • an administrative system, which at the very least contains ranks for trial members, full members and the leadership, as well as committees for decision making,
 • a system of choosing leaders.

Any alteration to an existing charter must be ratified by the BoD.

Executive Committee (EC)
The Executive Committee (EC) consists of the President and two Vice Presidents

The Executive Committee takes care of the organisation of the Company and the executive aspects. As an amalgamation of an executive and a judiciary body, it ensures that the constitutional rights and rules are followed by all members and Branches of the Company. All problems, decisions and questions that concern the Company in any way have to be made known and accessible to the Executive Committee, either indirectly (starting a thread in a place accessible to the EC) or, especially in important matters, directly (writing a PM to the EC). This does not concern mundane issues, but rather the handling of legal issues (changing a Charter) or handling members (demoting/kicking members) and similar issues.

The Executive Committee does also authorise the decisions made by the respective Branches in regards to executive decisions like demotions, kicks and promotions of commissioned officers.

The Executive Committee furthermore manages the servers, the forums and the website.

Vote-Distribution: Everyone has one vote.
Quorum: The President and at least one Vice President. 100% of votes need to be in favour for the motion to be accepted.

Board of Directors (BoD)
The Board of Directors (BoD) is comprised of the President, two Vice Presidents and one Director and one Assistant Director of every Branch. Additionally Consultants are elected into the Board by all full members and have the same voting rights as the others.

The Board of Directors is the legislative body of the Company: it creates or alters the Constitution of the company, incorporates new Branches and ratifies the Charters or alterations thereof of all individual Branches.

The Board of Directors also authorises the decisions made by the respective Branches with regards to accepting applications. The Board of Directors therefore has access to the forums where the respective Branches discuss the acceptance of applicants. The members of the Board of Directors can voice their opinion and vote in the respective threads. If members of the board do not raise their opinion, their consent is assumed.
Should a member of the Board of Directors feel that the board should review the decision of one of these committees, that person has to start a thread in the Board of Directors. The board's members will then vote regarding the ratification of the original committees decision.

Vote-Distribution: Everyone has one vote.
Quorum: The vote ends after seven days or at the time the President, at least one Vice President and at least 60% of the Board have voted. In order for the vote to be accepted, 75% of votes have to be in favour.

Assembly of Members (AoM)
The Assembly of Members consists of all full members of the Company (Regular Members and higher) and elects the Vice Presidents.

Vote-Distribution: Everyone has one vote.

They are not full members of the company and do not enjoy the privileges, rights and responsibilities of a member. External Admins are expected to ensure that they are familiar with the server rules and to document all server bans. They will administer the server according to the rules of the server, the administrator guidelines and the Core Principles of the Company. External Admins become affiliate members specifically to be admins and are only affiliate members for as long as they are admins.

External Admins have to read and agree to some of the rules we have, namely: Constitution 1 Core Principles; 2 Company, 2. Membership; 5 Company-Ranks, 2. Affiliate Members and the Server Rules. Furthermore, they are required to read and follow the admin guidelines upon receiving admin rights. It is furthermore recommended for external admins to read the Constitution in their entirety to gain an idea of how the clan works.

6 Description of the Rights attached to Company-Ranks

Code: (Link to this section) [Select]
Constitution, 6 Description of the Rights attached to Company-Ranks
Accept Applicants
Members with this right can accept Recruits for trial, i.e. add members as Trial Members to the Company. Rejecting applicants for trial can only be done by members holding the right "Accept/Reject Recruits".

Accept/Reject Recruits
Members with this right can accept or reject Recruits after their trial, i.e. add members as Regular Members to the Company. Authorisation of the responsible Committees is required.

Accept/Reject External Admins
A member with this right is allowed to accept and reject applications from outside players seeking to become admin ("External Admin"). This decision must however be ratified by the Board of Directors.

Administer Forums
Members with this right can administer the forums.

Administer Media Accounts
Members with this right are authorised to administer and update media accounts, such as the clans YouTube channel or accounts on other (social) media services.

Administer Server
A member with this right is allowed to administer the game-server in-game and by using the control panel, ftp and other methods (to add maps or manually ban or unban people).

Administer Server in-game
A member with this right is allowed to administer the game-server in-game.

Delegate Authority
The President can delegate parts of his authority and responsibilities to officers and grant them rights and access to sections of the forums relevant for executing the assignments. These officers have the rights vested onto them by the President (as described in their commissions), even if they do not hold these rights according to their official rank. The President may not vest any rights that he or she does not possess; nor may he or she vest any rights that do not concern the affairs of the Executive Committee. The President may revoke any commission delegating authority and remove any officer at the President's own discretion.

Issue Decrees
The President may issue legal decrees, provided that the rules included in the decree are not in contradiction of the Constitution. These decrees are as binding as the Constitution, but every member of the Company can challenge a decree. If that is done, the Board of Directors will have the option to approve or disapprove the decree. The decree becomes invalid and is no longer binding when the Board of Directors disapproves it.

Issue/Remove Commissions
Every Branch has Commissioned Officers, first and foremost one Director (the Branch-leader) and one Assistant Director (co-leader), but also other officers that are in a position of relevance for the Company (e.g. if they have rights allowing them to represent the Branch or similar). Commissioned officers are graded depending on the highest commission they hold. Directors of a Branch are on the same grade as other Directors, the same being true for Assistant Directors in relation to other Assistant Directors. A company member who is Director in one Branch and holds another, inferior commission in another Branch will be graded as Director in Company-related matters. An officer who is not holding a commission will have the rank and rights of a Regular Member in the Company. Persons with the right to Issue Commissions can promote members to Director, Assistant Director or Commissioned Officer, i.e. issue a commission, or or demote them to a lower rank, i.e. remove a commission, with the approval of the Executive Committee.

Kick Members
Members with this right can kick players from the Company. Before such a kick is proceeded the Executive Committee must approve it.

Moderate Forums
Members with this right can moderate the entire forums or parts thereof.

Negotiate Agreements
A member with this right is permitted to negotiate deals/transactional agreements with server hosts, sponsors or other entities.

Promote/Demote Company-Members
Members with this right can promote or demote members of the Company, if approved by the Executive Committee.

Ratify Decisions
Members with this right can ratify decisions, i.e. approve or disapprove decisions made by the leadership of a Branch. The Branch leadership has to make their decisions indirectly or directly (depending on the importance) available to the members with this right and will wait for the approval of the respective right-holders before executing the decision in question.

Represent the Company
Members with this right can represent the Company and communicate with other clans and entities such as developers and sponsors as a representative of the Company, for example to approach potential sponsors, to speak in the name of the clan on official game forums or to represent the Company in streams or interviews. Members with this right are authorised to release material that represents the clan in the form of videos or other media and to give permission on a case by case basis for members to release such material.

Vacate Charters
The Charter of a Branch may be vacated by the President with the consent of the Board of Directors. After a Charter has been vacated, the Branch is under the direct control of the Executive Committee until a new Charter is made.

Veto Motions
Members with this right can veto motions, i.e. stop suggestions from being executed. The veto has to be justified and constructive, that means it must be well-argued and the person using it has to make a suggestion of how to deal with the issue at hand instead.

7 Elections

Constitution, 7 Elections
Vice Presidential election
The President suggests candidates he wishes to appoint as Vice President, whereafter all full members of the Company can vote in favour or against these candidates. They can also, at all times, make suggestions to the President for potential Vice Presidents via Private Message or E-Mails.

A Vice President serves for a term of six months. This term is automatically continued unless either of the following occurs:
a) the Vice President steps down or disappears (in which case an extraordinary election may be held to fill the vacated spot) or
b) a member lodges a complaint against a Vice President, in which case an election will be held six month after the previous election (if the complaint is lodged within these six months) or at the time the complaint was lodged (if it was lodged after these six months).

All full members of the community will then vote for 14 days. Any candidate with less than 65% of votes is considered not approved and will not be eligible for appointment as Vice President. Candidates with 65% or more of votes will be appointed as Vice Presidents by the President.

Election of Directors
Directors and Assistant Directors are selected as described in the Charter of the Branch and approved and appointed by the Executive Committee. If the Executive Committee has justified causes not to approve a Director or Assistant Director, they may refrain from appointing that person. If a Branch has no Charter, the Director will be chosen by the Executive Committee.
The way a Branch chooses its Directors and Assistant Directors is described in their respective Charter (via election, promotion or other means). Every Branch needs to include a paragraph allowing the members to vote for removal of an Assistant Director or Director.

Election of Consultants
Every full member can send suggestions or applications in which they suggest themselves or someone else for the position of Consultant to the President. The President will then suggest the proposed candidates, unless he has justified reasons for not doing so, whereafter all full members of the Company can vote in favour or against these candidates.

A Consultant serves for a term of six months. This term is automatically continued unless either of the following occurs:
a) the Consultant steps down or disappears (in which case an extraordinary election may be held to fill the vacated spot) or
b) a member lodges a complaint against a Consultant, in which case an election will be held six month after the previous election (if the complaint is lodged within these six months) or at the time the complaint was lodged (if it was lodged after these six months).

All full members of the community will then vote for 14 days. Any candidate with less than 65% of votes is considered not approved and will not be eligible for appointment as Consultant. Candidates with 65% or more of votes will be appointed as Consultant by the President.

Last updated: 22nd November 2011; amendment of the rule "Multi-clanning for the same game" in 2.3:

Quote from: Updated rule
Multi-clanning for the same game
If there are several mods for a game IG has a branch in, multi-clanning for this game (i.e. being in IG for one mod and being in another clan for another mod) is generally forbidden. In certain cases exceptions can be made by the Board of Directors upon request by the member. The member may only join the clan in question after the Board of Directors gave its permission.

Changed some rules regarding multi-clanning in 2.3:

In detail
Quote
All members are allowed to be in different clans for games that the Guard of Istiniar has no Branch for. If the Guard of Istiniar does have a Branch for a game, all members are invited and encouraged to join our Branch rather than a different clan for that game. However, members are not forbidden to join different clans, as long as they are not part of IG's Branch for that same game or in one of the positions mentioned in the next paragraph.

Assistant Directors, Directors, Vice Presidents and the President are not usually allowed to be in other clans for games, if the Guard of Istiniar has a Branch for that game. As leaders they should be absolutely loyal to the Guard of Istiniar. Also, due to their positions, they have access to the forums of all Branches and should avoid conflicts of interest. In certain cases exceptions to this rule may be granted by the Board of Directors.

The change in the first paragraph means that members who left a Branch may not join another clan for that game without seeking prior permission of the BoD. This is so that members who have been in one of our Branches cannot just switch from that Branch to an opposing clan, while staying in the Company - unless of course, they receive permission to do so by the BoD.

The change in the second paragraph is a) to include Consultants in this rule and b) to specify that members of the BoD do not necessarily have access to all boards.

Clarified some things in regards to the committees in 4:

In detail
4 Company-Committees

Board of Directors (BoD)
The Board of Directors (BoD) is comprised of the President, two Vice Presidents and one Director and one Assistant Director of every Branch. Additionally a limited number of Consultants are elected into the Board by all full members and have the same voting rights as the others. The number of Consultants depends upon the number of Branches: With every Branch the total number of Consultants is increased by two, although the Consultants do not need to be members of the Branch that increased the total amount of Consultants.

The Board of Directors is the legislative body of the Company: it creates or alters the Constitution of the company, incorporates new Branches and ratifies the Charters or alterations thereof of all individual Branches.
The Board of Directors also authorise the decisions made by the respective Branches with regards to accepting applications.

Vote-Distribution: Everyone has one vote.
Quorum: The President, at least one Vice President and at least 60% of the Board.

Assembly of Members (AoM)
The Assembly of Members consists of all full members of the Company (Regular Members and higher) and elects the Vice Presidents.

Vote-Distribution: Everyone has one vote.
Quorum: At least 20 members.

The Assembly of Members consists of all full members of the Company (Regular Members and higher) and elects the Vice Presidents.

Added required percentage of votes in favour for the motion to pass (BoD: 75% of votes / EC: 100% of votes). Removed quorum from the AoM, as the previous quorum would mean elections without 20 votes would be invalid. It is already ensured that enough members have a chance to vote by the duration of the election.

Removed rights from certain ranks in 5

In detail
Quote
Director
A Director is the leader of a Branch. He will inform the Executive Committee of important decisions and ask for approval and will also send a Quarterly Report to the Executive Company, detailing what the clan did in the previous three months and what the plans for the next three months are.
A Director has a seat in the Board of Directors.
The number of Directors is limited to one per Branch.
Rights: Accept/Reject Applicants, Represent the Company, Moderate Forums, Administer Servers

Assistant Director
An Assistant Director is the co-leader of a Branch.
An Assistant Director has a seat in the Board of Directors.
The number of Assistant Directors is limited to one per Branch.
Rights: Accept/Reject Applicants, Represent the Company, Moderate Forums, Administer Servers

Consultant
A Consultant is an elected representative of the Community with a seat in the Board of Directors. Consultants are elected every six months by all full members of the Community and have full voting rights in the Board of Directors. Other than the Directors or Assistant Directors, the Consultants do not represent a specific Branch, but rather the whole Community. It is not possible to be Consultant and Assistant Director or Director at the same time - a Consultant who becomes Branch Leader or Co-Leader will be acting as Director or Assistant Director in the Board of Directors and lose his or her position as Consultant.
The number of Consultants is determined by the number of Branches, although the Consultants do not have to be members of a Branch. For every Branch the maximum number of Consultants is increased by two. If there are for example three Branches, the number of Consultants would be six, although all of these six Consultants could be coming from the same Branch.
Rights: Represent the Company, Moderate Forums, Administer Servers

Commissioned Officer
A Commissioned Officer is an officer of a Branch, who received a special Commission by the Executive Committee to perform actions that are in some way related not only to the Branch, but also to the Company.
Rights: Represent the Company, Moderate Forums, Administer Servers

Officers who are allowed to administer the forum sections / server of their Branch will receive that permission through the Charter and those without a Branch or from a different Branch should not be able to administer the servers of another Branch (e.g. someone from a Battlefield 3 Branch should not be able to administer Warband servers). Hence these rights have been removed.

Amendment of 4 Company-Committees, section Board of Directors (BoD):

From

Quote
The Board of Directors also authorises the decisions made by the respective Branches with regards to accepting applications.

to

Quote
The Board of Directors also authorises the decisions made by the respective Branches with regards to accepting applications. The Board of Directors therefore has access to the forums where the respective Branches discuss the acceptance of applicants. The members of the Board of Directors can voice their opinion and vote in the respective threads. If members of the board do not raise their opinion, their consent is assumed.
Should a member of the Board of Directors feel that the board should review the decision of one of these committees, that person has to start a thread in the Board of Directors. The board's members will then vote regarding the ratification of the original committees decision.

This amendment was made so that the process of ratification is simplified for all parties involved. It is still possible for the Board of Directors to ratify the acceptance of a member via vote in the Board of Directors, but this is now only the case if it is explicitly requested by a member of said board.

Amendment of 7 Elections, section Vice Presidential elections:

From

Quote
Vice Presidential election
The President suggests candidates he wishes to appoint as Vice President, whereafter all full members of the Company can vote in favour or against these candidates. They can also, at all times, make suggestions to the President for potential Vice Presidents via Private Message or E-Mails. Unless a Vice President steps down or disappears (in which case an extraordinary election may be held to fill the vacated spot), there will be an ordinary elections every six months for the election of the two Vice Presidents. All full members of the community will then vote for 14 days. Any candidate with less than 65% of votes is considered not approved and will not be eligible for appointment as Vice President. Candidates with 65% or more of votes will be appointed as Vice Presidents by the President.

This amendment was made so that the election does not have to take place every six months if there is no change in candidates and no reason to assume that they would not be elected.

Last updated: 31 July 2014; simplified and shortened 3 Branches.
We have simplified the process of Branch creation. To see the changes, compared the old and the new paragraph or just read the new paragraph.

Old
3 Branches

1. Requirements for forming a new Branch

 • Sufficient current members interested in creating and joining the Branch,
 • A defined purpose (such as competition, simulation or similar),
 • Qualified leaders who can take charge of the Branch,
 • Newly created Branches should not significantly weaken or threaten the existence of older Branches.

2. Branch Creation / Branch Creation Workgroup (BCW)

 • Any Regular Member (or above) interested in forming a Branch can start a petition including all necessary information (like a description of the game)
 • Once 15 Regular Members (or higher ranked members) of the Guard of Istiniar have voted in favour of the Branch, the BoD will decide whether the support can be considered sufficient for the creation of the Branch. If the support is considered sufficient, the Executive Committee will form a Branch Creation Workgroup (BCW)
 • The Workgroup drafts a charter and presents it to the other petitioners and the Board of Directors, receives input from them and makes changes accordingly
 • The Workgroup presents the finished charter to the Board of Directors
 • If the Board of Directors approves the Charter, the Branch will be formally created. If the Board of Directors rejects the Charter, the Workgroup will have to rework it to address those concerns raised by the Board

The creation of a Branch starts with a petition. Once the members of the Guard of Istiniar voted in favour of the branch creation and the Board of Directors ratified that vote, the Executive Committee will form a Branch Creation Workgroup (BCW) that will organise and coordinate the first steps of the Branch such as the creation of a Charter, and will act as de facto leadership until the Branch is formally created.

Petitioners who are interested in being members of the Workgroup would send the Executive Committee/President a private message volunteering for membership of the Workgroup and out of those volunteers the Executive Committee will choose at least 3 people which it deems most suitable (i.e. members who are experienced with the game, have leadership experience, adequate English skills etc.). Membership in the Workgroup entails:

 • drafting a Charter to be presented to the Board of Directors within four weeks while taking input from other petitioners and, if required, to make any necessary changes for it to be approved,
 • training other members of the Guard of Istiniar in the game in order to have a solid core team before recruiting new players outside of the clan,
 • working as de facto leaders of the Branch until the it has been officially established,
 • creating temporary game-related rules to help with training-organisation or in-game discipline,
 • moderating the Branches sub-forum.

The Workgroup will be directly accountable to the Executive Committee and will be disbanded once the Branch has been officially established and its members' powers will be revoked. The Executive Commitee is able to remove and add players to the Workgroup if necessary.

3. Branch Charter

The Charter of a Branch should consist of game-specific rules, a mission statement that reflects the purpose of the Branch, an in-game rank system and an administrative system, a system of choosing a leader, and any other vital information regarding the organisation of the Branch.

Any alteration to a Charter must be authorised by the Board of Directors.

New
3 Branches

Last updated: 8 August 2014; in 2.3 "Multi-clanning for the same game" was rewritten.
Previously this section said:

Quote
Multi-clanning for the same game
If there are several mods for a game IG has a branch in, multi-clanning for this game (i.e. being in IG for one mod and being in another clan for another mod) is generally forbidden. In certain cases exceptions can be made by the Board of Directors upon request by the member. The member may only join the clan in question after the Board of Directors gave its permission.

To simplify participating in competitions with other teams under certain conditions, this has been completely rewritten. "If there are several mods for a game IG has a branch in, multi-clanning for this game (i.e. being in IG for one mod and being in another clan for another mod) is generally forbidden." has been dropped entirely. That means you can be part of other clans for mods of a game we have a branch for without requiring permission (i.e. in the case of Warband you could be part of a cRPG clan without having to ask permission of the BoD first).

The new section is as follows:

Quote

This is accompanied by a thread listing the competitions we do and do not take part in, so that you can easily see where you can join other teams and where not.

Last updated: 20 June 2015; in 7 "Elections" the election modalities for Consultants were changed.
Instead of regular elections every six months, Consultants will now continue their term until they step down, disappear (by being inactive for a long time) or until a (re-)election is held upon request of a member. This is to limit the bureaucracy involved in holding recurring elections every six months. New Consultants can be elected in extraordinary elections whenever a candidate is found. If a member requests an election, the ordinary election will take place immediately unless the last ordinary election had been held less than six months before.

Affiliate Members

Exceptionally, players known to IG as mature and responsible people will be accepted as Affiliate Members to take part in or have certain rights on the IG forum, servers and Company. These Affiliate Members are not full members of the Company and are not bound by the rules, except for those they must agree to to obtain their rights, which will be described in the respective Branch Charter. The Executive Committee may kick Affiliate Members if they misbehave (see the right "Kick Members").

In order to determine whether an applicant is fit to be accepted as an Affiliate Member of the Company, the respective committees of the Branch and the Board of Directors decide. The Branch will have a discussion and vote about the member, that will then have to be ratified by the Board of Directors.

If an Affiliate Member wishes to join the Company as a full member they must make an application to the appropriate Branch and be accepted by the appropriate Committee.

External Admin

External Admins are affiliate members of the Company who have been accepted as server administrators and who have agreed to uphold the rules of the server and the Core Principles of the Company.

Spoiler
We also spoilered our rules regarding multi-clanning in 2.3 and prefaced them with the line "Note: We currently have no Branches and are not competing in any games, hence the rules regarding multi-clanning do not apply at this time."

Spoiler
We also added these rights (which can be delegated by the President) to 6:
